Role overview

Lead technical programs that connect a recycling engineering organization with U.S. Department of Energy national laboratories and other government partners. The role turns strategic opportunities into defined agreements, work packages, budgets, schedules, and measurable results, while coordinating technical, contractual, financial, legal, and compliance considerations in a regulated environment.

Responsibilities

- Serve as the primary program contact and, when assigned, principal investigator for national-laboratory and government-funded projects related to spent-fuel recycling and pyroprocessing. - Define scopes of work, statements of work, work packages, budgets, schedules, roles, milestones, deliverables, and acceptance criteria with external partners. - Coordinate negotiation and internal approval of contracts, subcontracts, cooperative agreements, research partnerships, and other collaboration mechanisms. - Work with engineering teams and external laboratories to shape technical objectives, work plans, resource commitments, deliverables, and intellectual-property considerations. - Partner with Legal, Procurement, Finance, and leadership to resolve contractual, funding, compliance, and execution issues. - Track deliverables, reports, invoices, funding profiles, risks, decisions, changes, and closeout activities while monitoring partner performance. - Develop new collaboration opportunities by translating technical and strategic needs into fundable project concepts and proposals.

Requirements

- At least 3 years of experience in technical program or project management, government contracting, research administration, engineering management, national-laboratory engagement, or a related field. - Experience managing complex, cross-functional technical projects with external partners, formal deliverables, budgets, schedules, and milestones. - Experience preparing scopes of work, work packages, project plans, reports, or comparable technical documentation. - Bachelor’s degree in engineering, physical science, or a related discipline, or equivalent practical experience. - Ability to coordinate technical teams, Legal, Procurement, Finance, and leadership to establish and execute agreements. - Strong project-controls and organizational skills, including managing concurrent commitments, funding limits, deadlines, and stakeholder expectations. - Comfort influencing without direct authority, working through ambiguity, and communicating technical, contractual, financial, and legal matters clearly.
