About this role
Role overview A Program Manager role within a Programs Department supporting the full lifecycle of federal government contracts, from proposal scoping through transition and sustainment. The position blends strategic support to the department with operational ownership of select contracts, including serving as a transition lead on new awards and stepping in as an interim program manager when vacancies arise.
Responsibilities - Support strategic and operational goals of the Programs Department, including developing technical solution frameworks, policies, procedures, and other enablement materials. - Liaise with business development on proposal scoping, advising on technical solutions, staffing models, pricing, feasibility, and risk. - Serve as Transition Program Manager for new contracts: scope the work, lead the technical kickoff, hire contract staff, and build program management deliverables for the first 60–90+ days. - Act as interim program manager on contracts experiencing vacancies, and potentially hold longer-term program manager assignments. - Coordinate with customers, internal headquarters functions (finance, contracts, HR, recruiting, security), and teaming partners. - Build relationships with government personnel including contracting officer representatives and event leads. - Manage contract risks, quality processes, deliverables, milestones, IDIQ, and government-wide acquisition contract requirements.
Requirements - Bachelor's degree. - 8–12+ years of applicable professional experience, including 5+ years of program management experience. - Federal government contract program management experience. - Strategic thinking skills and experience developing frameworks, policies, and procedures. - Experience leading teams in dynamic, fast-paced, and sometimes ambiguous environments. - Strong attention to detail, critical problem solving, and contingency planning skills. - Background in risk management, quality management, and quality control. - Ability to influence key stakeholders and clients.
Nice to have - DoD contract experience. - IT program management experience. - National security program experience.
