Program Manager (PMP Required)

Role overview A senior program manager role leading delivery for a cybersecurity assurance engagement serving a state government. The position acts as the single accountable point of contact for the oversight organization, coordinating across agency leadership, technical teams, and inspectors general. The work spans project governance, risk management, access coordination, quality control, and acceptance of contractual deliverables in a multi-agency environment.

Responsibilities - Serve as the primary interface with the oversight organization and coordinate project management functions with the contract manager or designee. - Plan and conduct kickoff activities, documenting scope, roles, decisions, dependencies, communication protocols, risks, and approved deadlines. - Own the master project plan, maintaining milestones, staffing, testing waves, access readiness, risks, dependencies, corrective actions, and acceptance status. - Coordinate system access exclusively through oversight and inspector general channels and maintain the system access log. - Enforce scope discipline, ensuring that procedures, tool deployments, techniques, access, and scope changes require written authorization before incorporation into approved plans. - Provide daily updates during active testing, bi-weekly program reviews, monthly project-plan submissions, and immediate escalation of critical findings. - Oversee submission of all contractual deliverables in editable and PDF formats, managing government comments through acceptance. - Lead closeout reporting, lessons learned, and executive briefings while maintaining independence, objectivity, and confidentiality.

Requirements - Bachelor's degree in cybersecurity, information systems, engineering, business, project management, or a related field; master's degree preferred. - Active Project Management Professional (PMP) credential. - At least ten years of progressively responsible technology or cybersecurity program delivery experience, including multi-stakeholder government programs. - Demonstrated management of deliverable-based contracts, integrated schedules, project risk, quality controls, access dependencies, and executive reporting. - Experience coordinating cybersecurity assessment, continuous monitoring, audit-support, compliance, or control-validation work. - Working knowledge of the NIST Cybersecurity Framework, NIST risk-management concepts, control testing, and professional assurance practices. - Excellent written and verbal communication, with the ability to present evidence-based information to executives, boards, and senior government stakeholders. - Willingness to undergo and maintain a government-issued background investigation.

Nice to have - Active CISSP certification. - Experience supporting an Office of Inspector General, internal audit organization, or independent verification and validation program. - Familiarity with IIA Global Internal Audit Standards, GAO Government Auditing Standards, Florida public-records constraints, and related frameworks. - Change-control, Agile, ITIL, or Lean portfolio credentials.

Benefits and work setup - Remote position with frequent travel to Tallahassee, Florida. - Salary range of $120,000 to $145,000 plus a growth incentive.
