Role overview This part-time senior technical role leads the development of digital quality measures built on FHIR standards for federal healthcare accountability and reporting programs. The position serves as the primary technical authority on digital quality measurement, guiding measure development from concept through annual maintenance cycles, and mentoring a small team of measure developers and analysts. Work is project-based and remote-eligible within the United States.
Responsibilities - Direct the technical transition from legacy QDM-based electronic clinical quality measures to FHIR-based digital quality measures, ensuring alignment with US Core and QI-Core implementation guides. - Author and oversee digital quality measures in MADiE, troubleshooting logic, terminology, and value set issues while reviewing outputs for technical accuracy. - Manage annual update cycles for digital quality measures, including incorporation of updated value sets and standards changes. - Represent the organization in HL7 workgroups, client meetings, technical expert panels, and federal stakeholder engagements. - Provide day-to-day technical leadership and mentorship to measure developers and analysts, reviewing work products for consistency. - Contribute to technical approach, staffing plans, and level-of-effort estimates for standards-based federal proposals. - Build and maintain strategic partnerships with public agencies, nonprofits, philanthropic organizations, and academic institutions.
Requirements - Master's degree in health informatics, computer science, public health, nursing, or a related field, plus at least 11 years of relevant experience. - Seven or more years of experience in healthcare quality measurement with direct, hands-on authoring of QDM-based eCQMs and FHIR-based dQMs. - Working knowledge of FHIR resources and implementation guides such as US Core, QI-Core, or Data Exchange for Quality Measures. - Familiarity with the CMS eCQM lifecycle, including annual update processes and value set management. - Experience on federal contracts with an understanding of government deliverables, timelines, and stakeholder expectations. - Demonstrated ability to lead or mentor junior technical staff while remaining hands-on with technical work. - Strong written and verbal communication skills, including the ability to explain technical concepts to non-technical federal audiences.
Nice to have - HL7 FHIR Foundation certification or equivalent demonstrated standards expertise. - Prior experience as a CMS contractor supporting quality measure development or maintenance. - Clinical background.
Benefits and work setup - Part-time, project-based engagement with hours that may vary based on project needs. - Remote work within the United States, or hybrid from a U.S. office location (territories excluded). - Anticipated hourly rate range of $100–$125 USD, with offers based on internal and external equity considerations.
