Oracle DBA/Migration Specialist

Role overview

Serve as an Oracle Database Administration and migration specialist for a federal-services technology organization, owning the design, implementation, and ongoing health of enterprise database environments. The role combines hands-on DBA work, performance tuning, and migration planning using tools such as Oracle Zero Downtime Migration (ZDM) across hybrid and multi-cloud architectures in a regulated federal context.

Responsibilities

- Design, implement, and maintain enterprise Oracle database environments, including installation, configuration, and optimization - Develop SQL reporting queries, scripts, and database objects such as procedures, functions, packages, and triggers - Troubleshoot database issues and perform performance tuning and SQL statement optimization - Manage data replication and lead cutover activities using tools like Oracle ZDM - Author migration runbooks and support cutover planning across cross-platform and cloud targets - Collaborate with multiple teams as a subject-matter expert and contribute to key technical decisions - Ensure compliance with organizational policies, federal standards, and best practices, and document processes, procedures, and technical guides

Requirements

- Bachelor's degree in Computer Science, Engineering, or a technical discipline, or 10 additional years of relevant work experience in lieu of a degree - Minimum 6 years of experience as an Oracle Database Administrator on Oracle 12c, 19c, or later - Intermediate proficiency in Oracle DBA with hands-on Oracle Cloud Infrastructure (OCI) experience - Experience with migration runbook authoring and cutover planning - Exposure to cross-platform migrations and cloud database services (OCI, AWS RDS, Azure) or hybrid architectures - Strong analytical, organizational, and leadership skills with the ability to communicate complex technical concepts - Experience with one or more VAEC Operational Tools (VAECOT) - US citizen with a minimum of 3 years of US residency

Nice to have

- Current or recent OCI certification (Associate, Professional, or Specialist) - ITIL certification or ITIL framework knowledge - Familiarity with security and compliance frameworks such as FedRAMP, HIPAA, PCI, NIST 800-53, and CIS benchmarks - Prior federal government experience - Hands-on work with AWS, GCP, or Azure - DevOps configuration technologies such as Ansible, Chef, Docker, Kubernetes, or Puppet - Coding experience with JSON, Python, or HashiCorp Configuration Language
