Program Manager

Role overview This Program Manager role leads a large, multidisciplinary federal IT support effort spanning roughly 170 products across multiple enterprise service lines. The position drives integrated program, product, technical, financial, and risk management activities while serving as the primary contractor liaison to senior government stakeholders.

Responsibilities - Lead overall task order execution and integrate program, product, technical, financial, resource, communications, risk, schedule, and quality activities. - Serve as the primary contractor point of contact, coordinating routinely with contracting officers, program managers, and government leadership. - Develop and maintain the Contractor Project Management Plan, including staffing, milestones, risks, reporting, and internal controls. - Direct biweekly work plan presentations covering progress, backlog, schedule, budget, staffing, deliverables, and strategic planning. - Monitor performance, escalate deviations, and lead risk identification, mitigation, weekly risk register updates, and issue tracking. - Manage staffing, onboarding, access, resource allocation, and contractor deliverables including quality control and version management. - Plan transition activities, knowledge transfer, documentation handoff, and continuity of operations at contract closeout.

Requirements - Bachelor's degree, or Associate's degree plus four additional years of experience, or eight additional years of relevant experience without a degree. - 8 years of experience managing contract performance across scope, schedule, cost, quality, staffing, and risk. - Demonstrated leadership of multidisciplinary teams spanning product management, engineering, cybersecurity, architecture, DevSecOps, QA, and communications. - Experience developing project management plans, integrated schedules, staffing plans, risk registers, executive briefings, and contract deliverables. - Strong working knowledge of Agile and hybrid delivery environments and federal IT governance. - Ability to communicate effectively with senior government executives, contracting officials, and cross-functional stakeholders, and to use tools such as Teams, SharePoint, Jira, Confluence, and ServiceNow. - Ability to satisfy VA personnel security, background investigation, and information security requirements.

Nice to have - PMP certification or equivalent program management credential. - Experience leading complex IT programs with multiple concurrent workstreams. - Background supporting large civilian or Department-level federal IT portfolios, ideally VA OIT or Software Product Management. - Familiarity with Firm-Fixed-Price, Time-and-Materials, and Cost-Reimbursable contracts, plus VA VIP, SAFe, DevSecOps, and CPIC/budget execution processes.
