Role overview
This is a founding Program Manager role inside a newly created carrier operations and governance function. The mission is to design, stand up, and run the operating model, policies, and controls that govern a global telecom carrier and wholesale supplier ecosystem. It is a high-visibility position that partners closely with executive, finance, legal, and audit stakeholders, owning end-to-end program execution rather than inheriting an existing playbook.
Responsibilities
- Lead a visible, cross-functional governance program from diagnosis through design, implementation, and change management, spanning business, technical, legal, and financial stakeholders. - Build the team's operating model, operational cadences, internal structures, and runbooks, including Rules of Engagement for internal teams and carrier partners. - Own the day-to-day Run-the-Business (RTB) engine, including team OKR tracking, deal approval workflows, and regular operational forums. - Design and deliver enablement programs, training materials, and frameworks that move teams from relationship- and assumption-based decisions to a data-informed, governed model. - Produce executive-ready narratives, risk summaries, and performance metrics that feed C-suite and audit committee reviews. - Execute analytical requests from legal, finance, and GTM stakeholders, ensuring data and reporting quality through quantitative research, monitoring, and scalable data foundations.
Requirements
- 5+ years of experience in management consulting or as a Program Manager or Chief of Staff in telecom, revenue operations, or strategy and operations. - Proven track record leading highly visible, cross-functional programs and driving end-to-end process improvements across policies, business processes, IT/systems tools, and operational controls. - Hands-on experience standing up operating models, team cadences, and operational documentation such as runbooks, frameworks, and ROEs. - Strong written and verbal communication skills, with demonstrated experience presenting to executive leadership. - Sharp analytical capability, including process mapping, business case writing, and translating complex operational needs into IT system specifications. - Experience driving RTB cadences, OKR tracking, and operational reporting.
Nice to have
- Six Sigma, formal Program/Process Management, or Prosci Change Management certification. - Operational experience inside commercial Deal Desks, supplier QBR management, or revenue assurance. - Domain knowledge of A2P SMS, international voice and messaging, carrier billing, or AIT/IRSF fraud frameworks. - Familiarity with workflow and dashboarding tools such as Airtable, Jira, and Confluence, plus operational automation using Python, Coefficient, or other AI tooling. - Background in high-growth technology or global telecom environments.
Benefits and work setup
- Remote-first role, with occasional in-person attendance for team gatherings, functional off-sites, or customer meetings, and limited travel for project or team meetings. - Eligibility excludes candidates in CA, CT, NJ, NY, PA, and WA; eligibility also excludes CO, HI, IL, MD, MA, MN, VT, WA D.C., and WA for the posted compensation ranges. - Posted pay bands (for eligible locations): $116,960 to $146,200 in CO, HI, IL, MD, MA, MN, VT, or WA D.C.; $123,760 to $154,700 in NY, NJ, WA, or California outside the San Francisco Bay area; $137,520 to $171,900 in the San Francisco Bay area. - Eligible roles may participate in the equity and corporate bonus plans; standard offerings include health care insurance, a 401(k) retirement account, paid sick time, paid personal time off, and paid parental leave, with offerings varying by location. - Starting salary is determined by skills, experience, and geography, consistent with non-discriminatory pay practices.
