About this role
Role overview A Tier II ELMS Technician is needed to independently administer the Enterprise Logistics Management System for IT assets within a defense agency service delivery contract, applying specialized knowledge of DoD property accountability regulations. The primary duty is administrative and analytical: making independent record determinations, reconciling physical inventory against ELMS data, resolving discrepancies, and responding to audit inquiries. Physical handling of equipment is incidental to and performed in support of these accountability duties.
Responsibilities - Determine appropriate ELMS record entries and lifecycle transitions from receipt through disposition, exercising independent judgment on classifications that fall outside standard paths - Analyze DD Form 1150s for equipment issuances, turn-ins, and lateral transfers, resolving discrepancies before ELMS entry - Conduct periodic physical inventories of IT equipment, reconcile counts against ELMS records, and identify root causes of variances - Investigate and resolve discrepancies across multiple data sources, recommending corrective action and coordinating FLIPL initiation where required - Process equipment disposition requests in accordance with DoD property accountability regulations and coordinate significant findings with the Accountable Property Officer - Maintain audit-ready documentation and respond to internal and external audit inquiries with sound judgment on response posture and scope of disclosure
Requirements - Bachelor's degree in Business Administration, Information Systems, Logistics, Supply Chain Management, or a related discipline; or an equivalent combination of advanced vendor or ELMS training certification and directly relevant professional experience - Three or more years of progressively responsible experience in DoD property accountability, IT asset management, or supply chain/logistics administration involving independent judgment and analytical decision-making - Working knowledge of DoD property accountability regulations (DoDI 5000.64, DoD 7000.14-R, FAR 52.245-1), ELMS administration, DD Form 1150 processing, FLIPL processes, and audit response procedures - Strong analytical and root-cause problem-solving skills with a demonstrated record of reconciling physical inventory against multiple system records - CompTIA Security+ and ITIL v4 Foundations certifications, plus ELMS training certification to be completed within six months of hire
Nice to have - Prior experience supporting a DoD or J6 customer environment, including ELMS administration, FLIPL processing, property audit response, or Accountable Property Officer coordination
Benefits and work setup - Role located in Reston, VA and supports the Tier II Deskside and Remote Support program; essential physical functions are incidental to the administrative primary duty and include sitting and standing for extended periods, ambulating through office buildings and supported facilities, stooping/kneeling/crouching/crawling to access equipment in confined spaces, and repeatedly lifting and carrying equipment up to 50 pounds
