Program Manager

Role overview A federal program management role overseeing IT delivery for a large health portfolio within a cabinet-level department that serves veterans and healthcare providers. The position combines client-facing program leadership with agile delivery governance, contract performance, and stakeholder coordination across multiple concurrent projects. It is remote within the United States and requires the ability to obtain and maintain a Public Trust clearance.

Responsibilities - Serve as the primary client interface, managing schedules, milestones, deliverables, and budget against federal program standards - Lead meetings, presentations, and briefings across the product lifecycle while keeping program goals on track - Resolve complex project issues involving architecture, methodology, tooling, human-centered design, and change management, including user acceptance testing - Provide application business and systems analysis across the systems lifecycle, supporting planning, development, maintenance, and operations - Participate in Program Increment planning to ensure product and business owner requirements are met - Act as a liaison between business and technical stakeholders to keep projects aligned and unblock delivery

Requirements - Bachelor's degree plus fifteen years of relevant experience, or ten additional years of experience in lieu of the degree - Strong technical and business understanding of agile development, ideally with product line management exposure - Familiarity with security policies and federal compliance frameworks such as NIST, FISMA, Section 508, and related OMB or congressional mandates - Understanding of cloud platforms such as Microsoft Azure and AWS, including migration experience - Working knowledge of SAFe, integrated development workflows, and government governance models including IT infrastructure and performance monitoring standards - Excellent written, verbal, and presentation skills with the ability to translate technical content for non-technical audiences
