Program Manager III

Role overview A senior program management role supporting a U.S. Navy division responsible for electronic warfare, decoy, and surface electronic warfare improvement programs. The role delivers cradle-to-grave program leadership across engineering, technology transition, installation, logistics, sustainment, maintenance, and test and evaluation. It blends program execution with logistics analysis, reliability engineering, data science, and operations research to improve operational availability and lifecycle performance.

Responsibilities - Provide planning, direction, leadership, and oversight for major multi-year programs composed of multiple sub-programs, projects, and tasks. - Define overall program structure, objectives, priorities, and organizational approach aligned to agency and mission requirements. - Develop short- and long-range program plans, technical milestones, performance objectives, and deliverables, and maintain controlled schedules. - Establish, monitor, and control program budgets and costs across the lifecycle, taking corrective action on schedule, cost, resource, or technical issues. - Coordinate and negotiate with agency and activity personnel to secure personnel, funding, equipment, and other resources needed for execution. - Coordinate across program teams and sub-programs to keep efforts integrated and aligned, and remain accountable for overall program success. - Apply logistics, reliability and maintainability engineering, data science, and operations research to analyze complex systems and support data-driven decisions.

Requirements - Bachelor's degree. - Active Secret security clearance. - Minimum of 15 years of relevant professional experience supporting complex defense or government programs. - Demonstrated leadership of large, multi-year programs with multiple sub-programs, projects, and tasks. - Experience managing schedules, budgets, milestones, and cross-functional teams in a government or military environment.
