Program Manager I

Role overview Provide technical, analytical, and lifecycle program support for a U.S. Navy Electronic Warfare division, spanning critical electromagnetic warfare, decoy, and surface electronic warfare improvement systems. The role delivers cradle-to-grave oversight across engineering, technology transition, installation, logistics, sustainment, and test and evaluation, with the goal of optimizing warfighting capability, availability, reliability, and lifecycle cost.

Responsibilities - Lead overall planning, direction, and oversight for major multi-year programs, sub-programs, and research or technology initiatives - Define program structure, objectives, priorities, and the organizational approach needed to meet mission requirements - Develop short- and long-range program plans, schedules, milestones, and deliverables, and keep them aligned with cost and performance goals - Establish, monitor, and control program budgets, taking corrective action on schedule, cost, resource, or technical risks - Coordinate and negotiate with agency stakeholders to secure the personnel, funding, and equipment required for execution - Integrate logistics, reliability and maintainability engineering, data science, and operations research to support data-driven decisions and operational availability

Requirements - Bachelor's degree - Minimum of five years of relevant program management experience - Active Secret security clearance - Demonstrated ability to lead large, complex multi-year programs with multiple sub-programs and tasks - Strong skills in program scheduling, cost control, milestone management, and cross-team coordination
