Role overview This role serves as a senior Program Manager leading delivery and client engagement across a portfolio of strategic government technology contracts. The position is responsible for client trust, team health, staffing, contract and financial management, and organic growth, with the goal of helping public-sector agencies modernize legacy systems into reliable, user-centered digital services. The role is remote-first, restricted to residents of specific U.S. states.
Responsibilities - Build and maintain trusted relationships with government partners, maintaining strong situational awareness at the agency level. - Proactively identify and resolve delivery risks spanning process, culture, staffing, expectations, contract milestones, and finances. - Engage clients continuously to understand their vision, solve issues collaboratively, and communicate progress transparently. - Track the broader project landscape, pursuing organic growth through contract line item expansions, option years, and subcontractor negotiations. - Coordinate across projects and the wider organization to anticipate and solve cross-program problems. - Lead and scale a team of project managers and functional delivery leads, setting standards for delivery excellence. - Manage contracts and finances within the portfolio in partnership with finance, including contract modifications. - Apply company policies at the program level and contribute to company-wide objectives and key results.
Requirements - Experience leading custom software or cloud infrastructure programs and projects. - Background working with or for state government agencies, with familiarity in government contracting, compliance, and audit requirements. - Track record of leading and scaling agile development teams, including milestone, dependency, and integration management on large, complex initiatives. - Working knowledge of agile frameworks such as Scrum, Kanban, or SAFe and practices such as continuous integration and continuous delivery. - Empathetic, service-oriented communication and relationship-building style. - Adaptable problem-solving ability across multi-dimensional challenges involving many organizations, processes, cultures, and technologies. - Ten or more years of experience overseeing delivery outcomes and client relationships for large projects.
Nice to have - Experience working directly inside state government environments and navigating associated procurement and compliance dynamics. - Background building sustainable, culture-conscious delivery organizations.
