Subject Matter Expert (DISA)

Role overview A senior domain authority is needed to guide the modernization of a federal telecommunications contract writing system, bringing legacy processes into compliance with DoD business and procurement data standards. The role partners with an Appian development team to translate complex contracting workflows into buildable requirements and to ensure end-to-end procure-to-pay integration.

Responsibilities - Act as the domain authority for DISA telecommunications contracting throughout the modernization effort. - Lead workflow mapping, gap analysis, and epic definition against regulatory requirements, starting in Sprint 0. - Define requirements for contract functionality, pricing schedules, tariffs, action types, AutoMod, and Mass Mod. - Define requirements for the catalog of services and contract vehicles, including associated routing rules. - Guide procure-to-pay handshakes with financial and procurement systems under current PDS and PRDS versions. - Shape the migration strategy from the legacy platform to the next-generation system. - Approve acceptance criteria and support user acceptance testing, end-to-end BEA testing, and user training. - Transfer contracting knowledge to the internal team so capability is sustained long-term.

Requirements - Direct, hands-on experience with DISA IDEAS (legacy or next generation) in a functional, analyst, or technical role. - 8+ years in DoD contracting or DoD contract writing systems such as IDEAS, CON-IT, EPS, SPS, PD2, or GAMS. - Working knowledge of DISA telecommunications contracting processes, FAR/DFARS, PDS, PRDS, and procure-to-pay integrations including GEX, EDA, and FPDS. - Experience translating contracting processes into user stories and acceptance criteria in an Agile environment.

Nice to have - Background as a former DISA contracting officer or contract specialist. - DAWIA or FAC-C certification. - Experience with DMP and FAMIS financial handshakes. - Appian certification or experience partnering with Appian development teams.
