FHIR Technical Subject Matter Expert

Role overview A six-month discovery engagement evaluating how ready a state's rural health ecosystem is for modern interoperability standards such as FHIR and HL7. The findings will shape a multi-year investment roadmap, balancing deeper standards adoption with lighter-weight approaches for providers who lack IT capacity.

Responsibilities - Assess FHIR and HL7 readiness across the statewide exchange, the regional organizations operating it, and the electronic health record systems used by rural providers. - Identify where standards upgrades will most improve data sharing and where simpler alternatives better fit providers with limited technical capacity. - Write the readiness assessment that informs how funds and effort are prioritized. - Translate technical standards concepts into plain language for state leadership and provider associations. - Collaborate with systems architects, service designers, and researchers to map current clinical data flows and design future-state options. - Help design pilot projects that small rural providers could realistically adopt.

Requirements - 5+ years of hands-on FHIR and HL7 work in production healthcare environments, either implementing, assessing, or both. - Deep familiarity with FHIR implementation guides and how they perform in real-world deployments. - Experience evaluating readiness across diverse electronic health record systems and exchange networks. - Ability to move between detailed standards specifications, executive briefings, and listening to clinical workflows in rural settings. - Strong writing and speaking skills that make technical topics accessible to non-technical audiences.

Nice to have - Experience with state health information exchanges or regional health data organizations. - Familiarity with the systems and constraints of small rural providers such as critical access hospitals and community health centers. - Prior work shaping standards roadmaps or pilot programs.

Benefits and work setup - 100% remote position within the United States with occasional paid travel to Pennsylvania for on-site collaboration. - All work must be performed physically within the United States, and candidates must be authorized to work in the US and able to pass a public trust background check.
