About this role
Role overview
Turn federal workforce program rules into clear system requirements and reliable reports. You’ll focus on interpreting reporting specifications, defining how participant data should be counted and formatted, and working with technical and customer-facing teams to support accurate submissions. The work combines compliance analysis, data logic, quality assurance, and practical knowledge of workforce programs and their case management systems.
Responsibilities
- Interpret federal reporting specifications and translate them into precise, testable functional requirements, especially for participant record layouts and related reporting. - Define rules for reporting periods, participant populations, co-enrollment, deduplication, enrollment and exit, date-based status, and incomplete or conflicting data. - Document export layouts, field definitions, code lists, ordering, and file formats so reports meet agency requirements. - Build test scenarios and expected results; work with QA to compare outputs with specifications and validation tools, then trace errors to their causes. - Investigate compliance issues and ambiguous guidance, document decisions, and coordinate fixes across system logic, data collection, and customer processes. - Track reporting rule changes, improve data quality checks, and help program staff troubleshoot submissions and validation errors.
Requirements
- Workforce development program experience in at least one WIOA program area, such as adult and youth services, adult education, employment services, vocational rehabilitation, or senior employment services. - Hands-on experience with PIRL and federal reporting for grant-funded programs. - Experience with more than one state case management system and with government software in a user, implementation, or administration capacity. - Grant management knowledge, including how reporting connects to performance, funding, and compliance. - Ability to read technical specifications and express their requirements as precise conditions, calculations, and inclusion or exclusion rules. - Familiarity with writing test cases and validating report outputs; strong attention to detail when handling data and formatting requirements.
