About this role
Role overview A federal digital services consultancy is hiring a Business Analyst to support operations, maintenance, and incremental enhancements for a Treasury bureau system that regulates alcohol, tobacco, firearms, and ammunition, and administers related permitting, compliance, and tax collection. The role combines requirements work, production support, defect resolution, and stakeholder engagement across many business modules. It sits inside an Agile delivery team alongside Product Owners, testers, developers, architects, and operations staff.
Responsibilities - Elicit, analyze, document, and validate business, functional, and non-functional requirements from program stakeholders and end users - Develop user stories, acceptance criteria, workflow diagrams, business process documentation, and functional specifications aligned with program objectives and governance standards - Investigate production issues and customer-reported defects, collaborating with technical teams to reproduce problems, document business impact, and contribute to root cause analysis - Participate in Agile ceremonies including backlog refinement, sprint planning, daily standups, sprint reviews, and retrospectives, partnering with Product Owners to maintain a healthy backlog - Support User Acceptance Testing planning and execution, validating that delivered functionality satisfies documented business requirements - Produce and maintain clear documentation such as business requirements, process flows, decision logs, release notes, knowledge articles, and standard operating procedures
Requirements - Ability to obtain and maintain a High-Risk Public Trust designation - Bachelor's degree in business, Information Systems, Computer Science, or a related field, or equivalent professional experience - 3–5 years of experience as a Business Analyst supporting enterprise software applications, including hands-on requirements management experience on Agile delivery teams - Familiarity with incident management, defect tracking, change management processes, and SDLC best practices, ideally in a federal IT governance context - Strong analytical, organizational, and problem-solving skills with clear written and verbal communication across technical and business audiences - Proficiency with collaboration and requirements management tools such as Jira, Confluence, Azure DevOps, or comparable platforms
Nice to have - Prior experience supporting Operations and Maintenance contracts, production support, or enterprise application sustainment - Experience supporting User Acceptance Testing and release validation activities - Certified Business Analysis Professional (CBAP), PMI-PBA, or Agile Business Analyst credential
