Senior Technical Product Manager, Medicaid

Role overview A six-month product management role supporting a federal health agency on a high-priority initiative to replace a critical manual process with a new automated system. The position serves as the voice of the user and the steward of the product vision, transforming ambiguous needs into a clear, actionable roadmap.

Responsibilities - Lead discovery and requirements-gathering with senior government stakeholders to define the product vision. - Translate complex policy goals and user needs into clear user stories, specifications, and a prioritized product backlog. - Conduct roadmap reviews with stakeholders and own technical implementation scoping for the data science team, synthesizing results into an actionable plan. - Act as the primary bridge between the client and the technical team, explaining technical concepts and pulling in specialist expertise when needed. - Champion a user-centered approach so the final solution is intuitive and effective for the federal staff who will operate it. - Facilitate stakeholder workshops and product demonstrations, and contribute to a risk register documenting tradeoffs around complexity, effort, and feasibility.

Requirements - Proven experience as a Product Manager, Business Analyst, or Product Owner on complex software, reporting, or data projects. - Track record of shipping products with cross-functional teams of engineers, data scientists, and subject matter experts. - Demonstrated experience leading requirements gathering, managing a product backlog, and writing clear user stories. - Ability to navigate ambiguity and bring structure to undefined problem spaces. - Excellent communication, facilitation, and stakeholder management skills. - A strategic mindset combined with a collaborative, user-focused approach.

Nice to have - Experience in government contracting, civic tech, or federal health programs, specifically Medicaid or the Children's Health Insurance Program (CHIP). - Prior experience working with the Centers for Medicare and Medicaid Services (CMS), given the accelerated six-month timeline.
