ALC Developer

Role overview This position focuses on maintaining and modernizing legacy mainframe applications that underpin large-scale federal government operations serving millions of citizens daily. The developer works hands-on with low-level assembler code inside a Z/OS environment while contributing to modernization initiatives that bridge legacy systems with contemporary platforms.

Responsibilities - Design, code, test, and maintain IBM Assembler Language Code (ALC) programs running on Z/OS mainframes - Perform trial runs, debug issues, and tune programs for reliable performance - Modify existing assembler code to address evolving technical or business requirements - Partner with systems analysts and cross-functional IT staff to scope and resolve complex issues - Create and maintain documentation covering program logic, workflows, and updates - Interface assembler components with front-end systems and support modernization efforts, including potential migration toward modern data and application platforms - Follow federal standards, data protection regulations, and agency-specific security protocols

Requirements - Bachelor's degree in computer science or a related field, or four additional years of relevant experience in lieu of a degree - 4–8 years of experience working with ALC in a mainframe environment - Proficiency with IBM Job Control Language (JCL), TSO, ISPF, and standard mainframe debugging tools - Strong analytical and problem-solving abilities with clear written and verbal communication - Demonstrated ability to work independently while collaborating effectively with cross-functional teams - Active MBI (Moderate Background Investigation) public trust clearance
