Oracle Security Manager

Role overview Lead the security strategy and day-to-day operations for an enterprise Oracle environment supporting a major U.S. federal program. The role spans Oracle Fusion Applications Security, OCI Identity & Access Management, and the discipline required to take the system through Authority-to-Operate (ATO). It blends hands-on architecture, cross-functional leadership, and ongoing oversight of role design, audit controls, and risk management frameworks.

Responsibilities - Design, deploy, and maintain role-based access controls in Oracle Fusion Applications Cloud, including job roles, data roles, and security policies aligned to least-privilege and separation-of-duties principles - Apply federal risk frameworks such as NIST 800-53 and OMB A-123 to security architecture and compliance evidence - Build, monitor, and continuously improve audit controls governing system access - Analyze quarterly Oracle Cloud release updates and lead test plans for security-impacting changes - Advise project teams on secure design patterns, architectural trade-offs, and remediation of identified vulnerabilities - Mentor junior staff on Oracle Application Security, Risk Management Cloud, compliance, and ATO workstreams

Requirements - Advanced experience designing and operating Oracle Fusion Applications Security, including role and data security policy architecture - Advanced proficiency with Oracle Cloud Infrastructure Identity & Access Management - Track record leading cross-functional security initiatives in complex technical environments - Strong grasp of cybersecurity frameworks, secure architecture, and cloud governance - U.S. Person status

Nice to have - Prior hands-on involvement in ATO processes - Background in security policy, incident response, contingency planning, and audit readiness - Experience architecting secure cloud solutions at enterprise scale - Familiarity with federal cybersecurity standards
