GIS Subject Matter Expert

Role overview A Subject Matter Expert position focused on bridging operational users and technical teams during the migration of legacy desktop applications to modern, web-based platforms hosted in AWS cloud. The role centers on requirements analysis, business process definition, and stakeholder alignment for weather forecasting and meteorological operations. The work supports a mission-driven public-sector technology initiative.

Responsibilities - Lead requirements elicitation sessions with meteorologists, forecasters, and operational stakeholders to define needs for web-based versions of existing tools - Analyze current desktop applications to document functionality, workflows, integration points, and user journeys - Author detailed functional requirements, user stories, acceptance criteria, and requirements traceability matrices - Translate business needs into technical specifications and validate built solutions through user acceptance testing - Partner with UX/UI designers to ensure interface designs align with operational and scientific requirements - Identify process improvement opportunities and support change management tied to the desktop-to-web transition

Requirements - Bachelor's degree in Business, Information Technology, Meteorology, or a related field - Five or more years of experience as a business analyst on software application projects - Strong requirements gathering, documentation, and stakeholder management skills - Working knowledge of business process modeling, workflow analysis, and Agile development methodologies - Experience collaborating with technical teams to translate business requirements into technical specifications - Familiarity with generative AI development tools and prompt-engineering best practices to accelerate analysis and content review

Nice to have - Master's degree in a relevant discipline - Background with meteorological systems, scientific applications, or weather forecasting operations - Experience migrating desktop applications to web-based platforms - Understanding of AWS cloud concepts and geospatial or GIS applications - Exposure to government or mission-critical systems and data visualization for scientific workflows - Professional certification such as CBAP or PMI-PBA
